CIA Serial Rapist Strikes Plea Deal

'Raymond admitted that, over 14 years, he photographed or video recorded 28 victims while they were nude or partially nude...'

(Ken Silva, Headline USA) Former CIA agent and serial rapist Brian Jeffrey Raymond has reached a plea deal with the Justice Department over his sex crimes.

“Raymond admitted to drugging and sexually assaulting several women in his embassy-leased housing and elsewhere between 2006 and 2020. Additionally, Raymond admitted that, over 14 years, he photographed or video recorded 28 victims while they were nude or partially nude,” the DOJ announced Wednesday.

“Many of the recordings show Raymond touching and manipulating the victim’s bodies while they were unconscious and incapable of consent.”

According to the agreement, Raymond is pleading guilty to four crimes: sexual abuse, abusive sexual conduct, coercion and enticement, and transportation of obscene material. In exchange, the DOJ is dropping numerous charges related to at least 28 of Raymond’s victims.

Raymond will face between 24 and 30 years in prison and supervised release for life.

The FBI began investigating him in May 2020, when a naked woman was seen screaming for help from the balcony of his residence in Mexico City.

Raymond allegedly admitted to having sexual intercourse with her, but the woman reported that she had no memory of events after consuming drinks and food provided by him.

During the investigation, FBI agents allegedly recovered from Raymond’s electronic devices hundreds of photographs and videos created between 2006 and May 30, 2020, depicting at least 24 unconscious and nude or partially nude women.

Raymond initially pleaded guilty in July to two counts of sexual abuse and one count of transporting obscene material. But last September, he suddenly changed his plea and decided to take his chances at trial, arguing that he couldn’t have done everything prosecutors said he did, because he suffers from erectile dysfunction, according to the Daily Beast.

Before he changed his mind again and struck the plea agreement, Raymond planned on using a CIA-linked doctor to testify that his victims have “false memories”—a concept pioneered by the CIA to discredit victims of its MKUltra mind-control program.

Raymond planned to have University of California-Irvine psychologist Elizabeth Loftus testify on his behalf.

Loftus is a former advisory board member of the CIA-linked False Memory Syndrome Foundation, or FMSF, and she has reportedly testified on behalf of rapists such as Harvey WeinsteinGhislaine Maxwell, Jerry Sandusky and Bill Cosby.

Among the other former CIA assets on FMSF’s membership ranks was none other than Jolyon West, who spearheaded MKUltra. The organization was dissolved in 2019.
